Canada, led by Immigration, Refugees, and Citizenship Canada (IRCC), unveiled a comprehensive strategy to address labour shortages, promote economic development, and welcome talent from across the world.
Admission Objectives
The plan, which highlights Canada’s commitment to significant immigration, calls for the admission of 485,000 new permanent residents in 2024, with a gradual increase to 500,000 in 2025 and maintenance of this level in 2026.
Encouraging Immigrants Who Speak French
Enhancing linguistic variety is a major goal of the strategy, with a focus on a rise in French-speaking immigrants outside of Quebec. The objective is to increase the intake to 6% in 2024, 7% in 2025, and a target of 8% in 2026 from 4.4% in 2022.
Strategic Enhancement of the Workforce
One of the main goals is to close significant labour force shortages, with a deliberate emphasis on important industries including trade, health, STEM, transportation, and agriculture. Through deliberate targeting of these sectors, the strategy seeks to strengthen the labour force and promote economic expansion.
Provincial Nominee Programme (PNP) and Express Entry
A key component of immigration for skilled workers, the Express Entry system, is scheduled to accept 110,700 permanent residents in 2024 and progressively expand to 117,500 in 2025 and 2026. Simultaneously, the Provincial Nominee Programme (PNP) targets 110,000 immigrants in 2024, rising to 120,000 in 2025, and maintaining the same target in 2026.
Reunification of Families
Apart from economic immigration streams, family reunion is given a lot of weight in the strategy. The goal of the Spousal, Partner, and Children sponsorship programme is to admit 82,000 people in 2024; in 2025 and 2026, that number is projected to rise slightly to 84,000. 32,000 newcomers are expected to join the Parents and Grandparents Programme (PGP) in 2024, with another 34,000 expected to join in 2025 and 2026.

Canada acknowledges immigration as a key factor in economic growth, social vitality, and innovation, as evidenced by its Immigration Levels Plan 2024–2026.
